Petrovietnam Hosts Workshop on Development Plan for SAF Production to 2030, Vision to 2050

The Workshop on the Development Plan for Sustainable Aviation Fuel (SAF) Production to 2030, Vision to 2050, was organized on December 5, 2025, by the Vietnam National Industry - Energy Group (PVN) and the Vietnam Petroleum Institute (VPI). The workshop provided insights into market, global technology trends, the potential for SAF production in Vietnam, and proposed a roadmap for implementing and developing the SAF value chain in Vietnam, along with appropriate mechanisms and policies to implement this roadmap.
At the workshop, VPI presented the latest trends in advanced SAF production technologies and shared experiences from several countries in formulating policies for SAF development. Based on an analysis of advantages, barriers, and challenges, VPI developed scenarios for the potential availability of feedstocks for SAF production (such as used cooking oil (UCO), fish fat, municipal solid waste, microalgae, etc.), proposed suitable production technologies for each stage (prioritizing HEFA in the initial phase), and recommended appropriate solution groups for implementing SAF production in Vietnam.
Experts at the workshop focused on discussing measures to ensure the feasibility and sustainability of the Plan, emphasizing the need for a coherent policy framework. To attract investment, participants suggested that the Government finalize the legal framework for SAF, consider issuing a roadmap for mandatory SAF blending ratios for flights departing from Vietnam (e.g., 1 - 2% by 2030), and establish a certification mechanism for sustainable SAF origins to meet international requirements.
Given the significant price gap between SAF and conventional jet fuel, experts proposed that the Ministry of Finance consider applying preferential tax rates for SAF during the initial phase to reduce cost burdens; recommended including SAF production projects in the list of priority projects eligible for concessional loans, particularly from domestic and international green financing sources.
Regarding feedstock and technology, the workshop emphasized the need for further surveys and assessments of the stable and sustainable reserves of potential feedstocks (such as animal fat, UCO, agricultural residues, and oil-bearing energy crops) to ensure a long-term and reliable supply for SAF production plants in Vietnam. The workshop also highlighted the necessity of establishing a centralized and efficient system for collecting and processing feedstocks to optimize and secure the input supply chain, as well as evaluating the potential integration of SAF supply chains into existing plants and infrastructure in Vietnam.
Under Conclusion Notice No. 263/TB-VPCP dated May 26, 2025, the Government assigned PVN and Vietnam National Petroleum Group to develop SAF production plans to ensure domestic supply and target exports to markets such as the EU, contributing to Vietnam’s net-zero emissions goal by 2050.
