Restructuring and Innovating Petrovietnam’s Scientific and Technological Activities: An Urgent Necessity
This was the directive of Mr. Le Manh Hung, Secretary of the Party Committee and Chairman of the Members’ Council of the Vietnam National Oil and Gas Group (Petrovietnam), addressed to the leadership and staff involved in scientific and technological research at the Vietnam Petroleum Institute (VPI), with the aim of supporting the Group’s sustainable development objectives.
In 2025, Petrovietnam will celebrate its 50th anniversary. Throughout its development, VPI has played a vital role as a scientific and technological research institution within Petrovietnam’s ecosystem and the petroleum industry at large. Chairman Le Manh Hung emphasized that many of VPI’s scientific research projects and results have been applied in business and production activities, generating substantial value for the Group’s growth.
Driven by national development requirements and the Group’s own aspirations, innovation, technological advancement, and digital transformation have become imperative. Recently, the Politburo issued Resolution No. 57-NQ/TW on breakthrough development in science, technology, innovation, and national digital transformation. Additionally, the National Assembly has passed Resolution No. 193/2025/QH15 to pilot specific mechanisms and policies that enable significant progress in these areas. Petrovietnam has also implemented its Action Plan under Resolution 951 of the Party Committee, aimed at "breakthrough development in science, technology, innovation, and digital transformation to foster new momentum, enhance labor productivity and competitiveness, and enable double-digit growth."
These policies highlight the government’s commitment to innovation and the critical role of science, technology, and digital transformation in the country’s new development era.
In this context, Chairman Le Manh Hung stressed the necessity of reorganizing Petrovietnam’s operational model to align with its sustainable growth strategy. The Group and its subsidiaries will focus on streamlining operations, enhancing effectiveness, and improving efficiency to achieve the targeted growth.
To meet this goal, the Standing Committee of the Group’s Party Committee has appointed Mr. Phan Anh Minh, a member of the Standing Committee, as the new Secretary of the VPI Party Committee. Concurrently, the Members’ Council appointed Mr. Phan Anh Minh—formerly Head of the Group’s Human Resource Governance Division—as the new President of VPI.
Chairman Hung expressed his expectation that Mr. Minh, in his new role, will leverage his experience and capabilities to successfully fulfill his responsibilities. He also tasked VPI with several key initiatives, including close collaboration with the University of Petroleum and the Petroleum College to finalize a restructuring proposal.
Another priority is the continued assessment and strategic allocation of high-quality human resources in science, technology, and innovation to align with the restructured organizational mandates. This will ensure coherence with Petrovietnam’s strategic development goals.
Moreover, VPI is positioned to be the core institution for researching, proposing, and implementing strategic technologies for the Group. It will also prepare content and achievements to be presented to international partners as part of the Group’s 50th-anniversary celebrations.
Chairman Hung underscored the importance of developing mechanisms that foster scientific and technological advancement, promote innovation, and eliminate bureaucratic barriers. He emphasized that science and innovation must be translated into practice—transforming knowledge into tangible resources, revenues, profits, and products.
The leadership of Petrovietnam calls upon VPI’s leaders, officials, Party members, and staff—as well as educators and researchers at the University of Petroleum and the Petroleum College—to harness their unity, experience, and expertise. The aim is to spearhead a "core-level transformation" by establishing a new model for scientific research, training, technology transfer, and product testing with commercialization potential. These efforts will contribute meaningfully to increased labor productivity and the Group’s sustainable development in the evolving global landscape.
