The Grassroots Youth Union of Scientific Research and Training Successfully Holds Its 1st Congress, Term 2025–2030
On September 12, 2025, in Ho Chi Minh City, the 1st Congress of the Grassroots Youth Union of Scientific Research and Training (NCKH&ĐT) for the 2025–2030 term was successfully convened. The Congress reviewed and evaluated Youth Union work and youth movements during 2022–2025, while outlining directions and tasks for the new term. The event took place in an enthusiastic atmosphere as NCKH&ĐT youth celebrated Youth Union congresses at all levels, heading toward the 4th Congress of the Youth Union of the Vietnam National Oil and Gas Group (Petrovietnam).
At the Congress, comrade Vũ Đức Ứng – Secretary of the Grassroots Youth Union of NCKH&ĐT – presented the report summarizing Youth Union activities in the 2022–2025 period and orientations for the 2025–2030 term. In the past term, the Grassroots Youth Union of NCKH&ĐT achieved many outstanding results. Regarding the “Creative Youth” movement, union members actively participated in scientific research topics, with many initiatives and inventions granted patents by the Intellectual Property Office. Notably, 2 youth projects were recognized as outstanding national creative projects and awarded Certificates of Merit by the Central Committee of the Youth Union.
Regarding the “Volunteer Youth” movement, the Union effectively implemented social security programs. Specifically, through the annual “Warm Clothes for Highland Children” program, members donated more than 2,300 warm clothes, 120 scholarships, and many other items to disadvantaged students. In addition, the Grassroots Youth Union of NCKH&ĐT actively participated in “Green Summer” campaigns and organized Voluntary Blood Donation Days, contributing more than 557 blood units to the national blood bank.
The Congress also focused on improving the quality of the Youth Union organization and its members. The Grassroots Youth Union of NCKH&ĐT was established on the basis of the merger of 3 Youth Union organizations from the Vietnam Petroleum Institute (VPI), the Vietnam Petroleum University (PVU), and the Petroleum College (PV College), with a total of 867 members as of September 2025.
Based on the achieved results, the Congress also agreed on orientations, tasks, and key solutions for the 2025–2030 term.
On behalf of the Party Committee of NCKH&ĐT, comrade Phan Anh Minh – Secretary of the Party Committee of NCKH&ĐT – acknowledged and highly appreciated the achievements that the Grassroots Youth Union of NCKH&ĐT had achieved. Besides the proud results, comrade Phan Anh Minh emphasized the very important role and strength in scientific research and training. With the advantage of a large number of young union members – a rich source for scientific research activities – he suggested that the Executive Committee of the Grassroots Youth Union of NCKH&ĐT consider and adjust targets to increase the number of central-level research projects, in particular, setting a target of 3 projects per year… to raise targets for Party admission and voluntary blood donation in the coming years, and especially to focus on applying innovation and creativity in activities.
Comrade Phan Anh Minh affirmed: “We are committed to always listening, supporting, and creating all favorable conditions for the Grassroots Youth Union of NCKH&ĐT to excellently fulfill its tasks. We believe that with the strengths and unity of each individual, the Grassroots Youth Union of NCKH&ĐT will together successfully achieve the goals set by the Congress.”
On behalf of the Standing Committee of Petrovietnam Youth Union, comrade Đinh Đức Mạnh – Deputy Secretary of Petrovietnam Youth Union – congratulated the achievements of the Grassroots Youth Union of NCKH&ĐT in the past term, including 3 youth projects recognized at the central level. This is a proud achievement, reflecting the efforts and creativity of the youth of NCKH&ĐT.
Comrade Đinh Đức Mạnh suggested that the Grassroots Youth Union of NCKH&ĐT add the content of government-level youth projects to the Union’s work program. This would not only demonstrate the new stature of the NCKH&ĐT Youth Union after the merger but also affirm its pioneering role in scientific research activities.
Comrade Đinh Đức Mạnh expressed: “The Grassroots Youth Union of NCKH&ĐT needs to continue to inherit and promote existing strengths. With abundant resources and personnel from the three units (VPI, PVU, PV College), we believe that with the pioneering and creative spirit, the Union will become the ‘extended arm’ of the Party Committee of NCKH&ĐT, contributing to creating new hallmarks not only for the unit but also for the entire Group.”
The Grassroots Youth Union of NCKH&ĐT was established under Decision No. 399 QĐ/CNNL-ĐTN of the Standing Committee of the Ho Chi Minh Communist Youth Union of the Vietnam National Oil and Gas Group on September 8, 2025. The decision appointed the Executive Committee of the Grassroots Youth Union of NCKH&ĐT, 1st term (2025–2030), including 15 comrades. In which, comrade Vũ Đức Ứng holds the position of Secretary; comrades Vũ Thế Quang and Nguyễn Ngọc Tuân hold the positions of Deputy Secretaries. The new Executive Committee also includes other key members, such as comrades Ngô Quang Đức Thắng and Lâm Văn Đức appointed as members of the Standing Committee; and comrades Trần Xuân Quý, Dương Hoàng Vũ, Nguyễn Trung Thuận, Phạm Thị Thúy Diễm, Nguyễn Thị Thu Vân, Trần Vĩnh Trí, Nguyễn Thị Thu Hiền, Nguyễn Hồng Quang, Vũ Hoàng Diệu Hoa, and Nguyễn Trí Dũng as members of the Executive Committee.
The establishment and consolidation of the Executive Committee of the Youth Union of NCKH&ĐT is an important step to effectively implement Youth Union work and youth movements in the coming time, contributing to the overall development of the Group.
After a serious working time, the 1st Congress of Delegates of the Grassroots Youth Union of NCKH&ĐT, term 2025–2030, successfully concluded. With the spirit of “Youth of Scientific Research and Training – Solidarity, Innovation, Creativity, and Efficiency,” the Congress opened a new chapter for Youth Union work and youth movements of the unit. It is believed that, with youth, enthusiasm, and solidarity, the Executive Committee of the Grassroots Youth Union of NCKH&ĐT, term 2025–2030, will continue to promote the achievements already attained, and at the same time successfully accomplish the set goals. The youth of NCKH&ĐT will become the pioneering and key force, constantly learning, innovating, and creating, contributing to the strong development of the unit, worthy of being the “extended arm” of the Party Committee of NCKH&ĐT and making positive contributions to the overall development of the Group.
