VPI Party Committee Holds Conference to Study and Implement Resolution No. 951-NQ/ĐU Dated January 3, 2025
On March 4, 2025, the Party Committee of the Vietnam Petroleum Institute (VPI) held an online conference to study and implement Resolution No. 951-NQ/ĐU dated January 3, 2025, issued by the Party Committee of the Vietnam National Petroleum Group. The resolution is aimed at achieving breakthrough development in science and technology, innovation, and digital transformation to create new impetus, enhance labor productivity, and boost competitiveness—enabling the Group to achieve double-digit growth.
At the conference, Doctor Nguyen Van Tu – Deputy Director of the Vietnam Petroleum Institute analyzed several new aspects in the national policies for the development of science and technology, innovation, and digital transformation. In this regard, Resolution Number 57-NQ/TW dated December 22, 2024, issued by the Politburo, emphasizes that institutional guidance, human resources, infrastructure, data, and strategic technology are the core elements, with institutions being the prerequisite that must be perfected and advanced; it places emphasis on ensuring a highly qualified workforce; establishes special mechanisms and policies for talent; and promotes the development of infrastructure, especially digital infrastructure and digital technology, based on the principles of “modern, synchronized, secure, safe, efficient, and avoiding waste”...
Based on the establishment of specific objectives until the year 2030 and a vision until the year 2045, the Party has defined seven groups of breakthrough tasks and solutions, with a focus on achieving breakthroughs in mindset innovation; perfecting the institutional framework (removing bottlenecks, barriers, accepting risks, investing in ventures, and addressing delays in scientific research...); investing in and perfecting infrastructure (allocating at least 15 percent of the state budget with a focus on strategic technology, data centers, and digital platforms...); developing and effectively utilizing high-quality human resources and talent; accelerating digital transformation (through the national digital platform, digital culture, secure and safe practices, and digital technology in national defense); promoting science, technology, innovation, and digital transformation activities within enterprises (through preferential policies, encouraging enterprises, and providing incentives in land, credit, and taxation...); and enhancing international cooperation…
Regarding Resolution Number 193/2025/QH15 dated February 19, 2025, issued by the National Assembly for piloting certain special mechanisms and policies to create breakthrough development in science and technology, innovation, and digital transformation at the national level, Doctor Nguyen Van Tu – Deputy Director of the Vietnam Petroleum Institute particularly emphasized four new points: establishing and managing enterprises based on the results of scientific research and technological development; accepting risks in scientific research and technological development; contracting expenditure in the implementation of scientific research and technological development; and providing tax incentives for enterprises and individuals engaged in science and technology.
In Resolution Number 951-NQ/ĐU dated January 3, 2025, the Party Committee of the Vietnam National Petroleum Group determined that science and technology, innovation, and digital transformation have become the new driving forces for growth, enhancing labor productivity and competitiveness, and play a decisive role in ensuring that Petrovietnam develops sustainably with double‐digit growth, strong capacity, modern management, and competitiveness at both regional and international levels. Doctor Nguyen Van Tu presented and analyzed the guiding perspectives, overall objectives, specific targets until the end of 2025 and for the period 2026 to 2030, and the seven groups of tasks and solutions for Petrovietnam to develop science and technology, innovation, and digital transformation, create new impetus, and enhance labor productivity and competitiveness so that the Group achieves breakthrough growth with double‐digit rates.
In his directive speech at the conference, Doctor Phan Minh Quoc Binh – Deputy Director in charge emphasized that Resolution Number 57-NQ/TW dated December 22, 2024, issued by the Politburo; Resolution Number 03-NQ-CP dated January 9, 2025, issued by the Government; Resolution Number 193/2025/QH15 dated February 19, 2025, issued by the National Assembly; and Resolution Number 951-NQ/ĐU dated January 3, 2025, issued by the Party Committee of the Group play an exceptionally important role in the development of Petrovietnam in general and the Vietnam Petroleum Institute in particular. Science and technology, innovation, and digital transformation are the main driving forces to promote growth, achieve breakthroughs in productivity, quality, and efficiency, serve as the decisive factors in enhancing competitiveness, and constitute the solid foundation for Petrovietnam to accelerate and elevate itself to become the National Industrial – Energy Group of Vietnam.
The leadership of the Vietnam Petroleum Institute stated that they are currently implementing the seven core tasks and solutions outlined in Resolution Number 951-NQ/ĐU dated January 3, 2025, with particular emphasis on solutions related to management, technology, data, training, and the development of high-quality human resources in order to restructure and develop according to the new operational model.
Comrade Le Van Khoa, Standing Deputy Secretary of the Vietnam Petroleum Institute Party Committee, acknowledged the diligent and responsible spirit of the representatives; he stressed the importance of widely disseminating the spirit of Resolution Number 951-NQ/ĐU dated January 3, 2025, to all cadres, party members, and employees of the Vietnam Petroleum Institute. Comrade Le Van Khoa noted that units and individuals need to develop specific and effective action plans, and he expressed confidence that with strong consensus and determination, the Vietnam Petroleum Institute will successfully achieve the set objectives and tasks, thereby contributing to the sustainable development of Petrovietnam.
