VPI Serves as the Core of Scientific Research and Innovation for Petrovietnam

On December 15, the Vietnam Petroleum Institute (VPI) held the Conference to Review 2025 Performance, Deploy Tasks for 2026, and the Employees’ Conference for 2026.
Attending the conference were Dr. Tran Hong Nam – Member of the Members’ Council of Vietnam National Oil and Energy Group (Petrovietnam); Dr. Le Xuan Huyen – Deputy General Director of Petrovietnam; Dr. Nguyen Thuy Linh – Full-time Inspector of Petrovietnam; representatives of the Party Committee, Trade Union, Youth Union, Veterans Association for Scientific Research and Training; along with VPI leadership, officers, employees, and workers.
Reporting at the Conference, Dr. Nguyen Van Tu stated that with the close attention, support, and guidance from Petrovietnam’s leadership, VPI had decisively and synchronously implemented solutions in governance, finance, and human resources, exceeding 7 key performance indicators in 2025. Notably, scientific and technological outputs exceeded the plan by 6%, average labor productivity increased by 21%, and revenue and profit after tax surpassed the target by 10%.
VPI focused on implementing key tasks assigned by Petrovietnam, including: developing the Development Strategy for Vietnam’s Oil and Gas Industry/Petrovietnam to 2030 with a vision to 2050; researching and proposing the model of Petrovietnam’s Eco-Industrial and Energy Centers; organizing the implementation of 5 strategic technology products (with VPI as the lead unit); and actively coordinating the implementation of 13 other assigned strategic technology products.
In addition, VPI promoted the development of commercial products derived from research results and intellectual property protection, including 3 granted patents and utility solutions, 3 patent applications accepted as valid, 13 copyright registration certificates, 8 type-1 products, and 1 pilot technology. Commercialization activities were effectively implemented, with 6 research-based products applied in practice.
At the same time, VPI concentrated on applied research and science and technology services, closely linking and deeply participating in Petrovietnam’s and its member units’ production and business value chains, including strategic planning and master planning; increasing production output; optimizing costs, technologies, and new products.
In 2025, VPI developed 17 new customers, including 15 domestic partners and 2 new international customers (from Malaysia and Canada) for sample analysis and research services, thereby gradually affirming VPI’s credibility and competitiveness in the open market.
Along with this, VPI synchronously implemented advanced governance approaches, proactively adapting to market fluctuations through close and timely governance, flexible solutions in plan implementation, and cost control; consolidating traditional sectors and partners while seeking to expand into new sectors and partners/customers; and strongly shifting toward an open, multi-dimensional cooperation model, connecting experts and leveraging external resources to implement strategic technologies.
Upholding the motto “Renew existing drivers, supplement new drivers,” VPI renewed traditional growth drivers while adding new ones based on data, technology, innovation, and incentive mechanisms.
Regarding key tasks and solutions for 2026, Dr. Nguyen Van Tu stated that VPI would coordinate in proposing and finalizing the model for merging three scientific research and training units; restructuring the organizational structure; supplementing human resources; and completing internal policies and mechanisms to ensure resources and enhance operational efficiency, enabling rapid adaptation once the merger model is approved by Petrovietnam.
VPI will maximize internal strengths, optimize operations, reduce costs, increase revenue, improve revenue quality, and enhance income for employees.
At the same time, VPI will allocate resources to consult on, develop, and implement short-, medium-, and long-term strategies and annual plans; mechanisms and policies; standards and regulations in the industrial and energy sectors to support governance and management of Petrovietnam and state agencies. VPI will also organize the implementation of Petrovietnam’s strategic technology product projects toward 2030, ensuring progress and quality.
VPI will proactively and breakthrough in proposing and implementing key research topics and missions in: traditional oil and gas (E&P); materials, chemicals, and new fuels; new and renewable energy and energy storage batteries; digital technologies including AI, IoT, robotics, and databases; technologies and products for environmental safety; and orientations for nuclear power development.
In his directive remarks at the Conference, Dr. Le Xuan Huyen acknowledged and commended VPI for successfully completing urgent and unexpected tasks, despite challenges related to human resources, facilities, and finance. He emphasized that 2026 is the first year of implementing the 2026–2030 Five-Year Plan, as well as the implementation of Petrovietnam’s Science, Technology, Innovation, and Digital Transformation Strategy to 2030 with a vision to 2050, and the Group’s Development Strategy to 2030 with a vision to 2050.
With the objective that scientific research activities make practical and effective contributions to Petrovietnam’s transition from traditional oil and gas to an industrial-energy group, Dr. Le Xuan Huyen requested VPI to focus on key tasks, including: restructuring and completing the organizational apparatus with VPI as the core of scientific research and innovation; creating resources and momentum in human capital, facilities, and policy mechanisms; leading and supporting Petrovietnam and its member units in implementing strategic technologies toward 2030; consulting and proposing policy mechanisms for Petrovietnam’s eco-industrial and energy centers; policies to attract high-quality human resources; and building databases and promoting digital transformation.
The Conference listened to and discussed topics including: strategic consultancy and planning work in 2025; orientations for science and technology development in exploration and production; digital transformation from vision to action at VPI; and the development of new energy and new materials.
The Conference also heard reports from the Executive Committee of the VPI Member Trade Union, the activity report of the People’s Inspection Board in 2025, and conducted the election of the People’s Inspection Board for the 2026–2027 term.
On this occasion, Petrovietnam’s leadership awarded the Emulation Flag for Outstanding Exemplary Unit to VPI and presented Certificates of Merit from the General Director of Petrovietnam to collectives with outstanding achievements in 2025.
